Selling a car in Norway requires transferring ownership through Statens vegvesen (the Norwegian Public Roads Administration). The process is digital and well-organised.

Essential Documents and Information

  • Vehicle registration certificate (Vognkort): Both parts. Used to confirm the vehicle's details and current owner.
  • Norwegian national ID number (personnummer) or D-number: Required for the digital transfer via Statens vegvesen.
  • BankID login: Required to access the Statens vegvesen ownership transfer portal (vegvesen.no).
  • Signed sale agreement (Kjøpskontrakt): Strongly recommended — records the agreed price, vehicle details, and both parties' details.
  • Valid EU control (Periodisk kjøretøykontroll): Norwegian buyers check that the periodic vehicle inspection is current.

Statens vegvesen Transfer

The ownership transfer is completed via vegvesen.no using BankID. Both buyer and seller confirm the transfer digitally. Until the transfer is confirmed, the seller retains liability for any fines or incidents.

Cancel Insurance

Contact your insurer to cancel the policy after the Statens vegvesen transfer is confirmed. Request a pro-rata refund for unused premium.

Finance Settlement

If the vehicle is under a car loan, settle the outstanding amount and confirm the lien is released before the transfer. Buyers check for encumbrances — outstanding finance blocks the Statens vegvesen transfer.
