Saudi Arabia has made car ownership transfers increasingly digital via the Absher platform. Here's what you need to prepare before listing your car for sale.
Required Documents
- Istimara (Vehicle Registration): Must be valid and in the seller's name. Renew via Absher or Fahas if expired.
- Saudi National ID (for Saudi citizens) or Iqama (for expats): Both seller and buyer must present valid ID for the transfer.
- Bank NOC: If the vehicle is financed, obtain a No Objection Certificate from the bank confirming the loan is cleared.
- Fahas certificate: The periodic vehicle inspection (Fahas) must be valid. Buyers will check this status.
- Valid insurance (Takaful/third-party): Required at the time of transfer.
The Absher Online Transfer
Saudi citizens can now complete ownership transfers online via the Absher portal (absher.sa) without visiting a traffic department in person. Both parties must have verified Absher accounts. This digital process is fast and increasingly the standard method.
Expat Sellers (Muqeem)
Expat residents use the Muqeem portal for residency-related services. Expat car sellers may need to complete the transfer in person at a traffic department if the online Absher transfer is not available for their residency type.
Clearing Finance
If the car is financed, clear the outstanding balance and obtain the NOC before listing. Without this, the Absher transfer cannot be completed.
