A careful buyer in the Philippines will check the OR/CR, verify there is no chattel mortgage, and may run a stolen vehicle check before handing over money. Doing this yourself first — and sharing the results — removes the biggest obstacles to closing the sale.
LTO LTMS: Registration and Ownership Check
The Land Transportation Office (LTO) maintains the Land Transportation Management System (LTMS). Buyers can verify a vehicle's registration status, current registered owner, and any LTO holds or delinquencies.
- OR/CR consistency: The Official Receipt (OR) and Certificate of Registration (CR) must match the engine number, chassis number, and MV File Number on the vehicle. Discrepancies are a red flag for tampered or rebuilt vehicles.
- No LTO holds: Unpaid registration fees, fines, or apprehension cases create LTO holds that prevent transfer. Verify and clear these before listing.
- Registration current: An expired CR is a negotiation point for buyers — renew it before selling for a cleaner transaction.
Chattel Mortgage Clearance
- What it means: If you financed your vehicle, the bank or financing company holds a chattel mortgage registered with the Securities and Exchange Commission (SEC). The vehicle cannot be legally transferred until the mortgage is released.
- Clearance letter: Once the loan is fully paid, request a Chattel Mortgage Release / Cancellation letter from your financing company. This must be presented at LTO for encumbrance removal.
- Check via SEC: Buyers can verify chattel mortgage status through the SEC online portal. Sellers who present a clearance letter proactively build significant trust.
Stolen Vehicle Check
- PNP HPG: The Philippine National Police Highway Patrol Group (PNP-HPG) maintains records of stolen vehicles. Buyers — especially for older or second-hand cars — may request an HPG clearance.
- VIN/Chassis verification: Physical inspection of the chassis number and engine number against the CR is the most reliable local check. Altered or re-stamped numbers are grounds for refusal.
Checklist Before Listing
- Ensure OR and CR are current and match the physical vehicle identifiers.
- Obtain Chattel Mortgage Release letter if the vehicle was financed.
- Clear any LTO apprehension cases, fines, or unpaid registration fees.
- Have the Deed of Sale template ready — buyers expect a notarised copy.
- Declare any accidents or major repairs honestly in the listing.
