Mulkiya (Vehicle Registration) in the UAE: What It Is, Why It Matters and How to Transfer It

You've agreed on a price, the buyer is ready to transfer funds, and then they ask: "Do you have the Mulkiya?" If you're not sure what that is, or where it is, you're not alone. The Mulkiya — officially the Vehicle Registration Card — is the small, credit card-sized document that proves your car is legally registered in the UAE. Without it, no ownership transfer can take place at any emirate's Roads and Transport Authority (RTA).

What Is the Mulkiya?

The Mulkiya is the official vehicle registration card issued by the relevant transport authority in each emirate — the Roads and Transport Authority (RTA) in Dubai, the Department of Municipalities and Transport (DMT) in Abu Dhabi, and equivalent bodies elsewhere. It records that your vehicle is registered, roadworthy, insured, and that you are the named registered owner. The Mulkiya contains:

  • Vehicle details: Plate number, make, model, colour, chassis number (VIN), engine size, and year of manufacture.
  • Owner details: The registered owner's name and Emirates ID number. If the car is financed, the bank may hold the Mulkiya until the loan is settled.
  • Expiry date: The Mulkiya must be renewed annually. Renewal requires a vehicle fitness check (Muroor inspection) and valid insurance.
  • Insurance details: A valid insurance certificate is a prerequisite for renewal.

Why the Mulkiya Is Critical When You Sell Your Car

In the UAE, there is no concept of simply handing over documents and shaking hands — the legal transfer of a vehicle must happen at an RTA service centre (or equivalent). The original Mulkiya is a non-negotiable requirement for this process. Here's why it matters at every stage of the sale:

  • Proof of registration: Any serious buyer will verify that the vehicle details on the Mulkiya match the car they're viewing. A mismatch raises immediate red flags.
  • Legal transfer requires it: Both buyer and seller (or their authorised representatives with a notarised Power of Attorney) must present the original Mulkiya at the RTA. Without it, the transfer cannot proceed.

  • Export plates for overseas buyers: If the buyer is taking the car outside the UAE, they will need temporary export plates issued at the RTA — the process still requires the Mulkiya.

How to Transfer the Mulkiya: Step by Step

  • Step 1 — Clear all fines and Salik: Settle any outstanding traffic fines and unpaid Salik charges on the vehicle and on your driving licence before visiting the RTA.
  • Step 2 — Vehicle fitness inspection: Take the car to an approved inspection centre (Tasjeel, Wasel, or equivalent). Keep the inspection certificate.
  • Step 3 — Buyer arranges insurance: The buyer must have a valid UAE insurance policy for the vehicle in their name before attending the RTA.
  • Step 4 — Attend the RTA together: Both parties (or authorised representatives) visit an RTA service centre or authorised typing centre with: the original Mulkiya, Emirates ID (or passport + residency visa), new insurance certificate, and the fitness inspection certificate.
  • Step 5 — Transfer is completed: A transfer fee is paid and a new Mulkiya is issued in the buyer's name. In most centres this is done on the same visit.

  • Forgetting to renew an expired Mulkiya: An expired Mulkiya may not be accepted for transfer without renewal. Renew it first, or check with the RTA whether a same-day renewal and transfer can be processed together.
  • Overlooking Salik arrears: Sellers are often caught off-guard by unpaid Salik charges they weren't aware of. Run a check before the transfer day.
  • Handing over the Mulkiya without an RTA transfer: Simply passing the document to the buyer is not a legal transfer. Until the RTA processes the change, you remain the registered owner — meaning you are legally exposed for any fines or incidents involving the vehicle.
  • Buyer and seller in different emirates: Each emirate has its own RTA. Make sure you know which authority issued the current Mulkiya and attend the correct office or authorised centre.
