Selling a Car Without a Vehicle Registration Document in Hong Kong: Is It Legal? What Are Your Options?

You've found a buyer for your car, agreed on a price, and then you go to gather the paperwork—only to discover your Vehicle Registration Document (VRD) is nowhere to be found. In Hong Kong, the VRD is issued by the Transport Department (運輸署) and is the document that must be presented to complete an ownership transfer. Without it, selling a car without a VRD in Hong Kong means the transfer cannot be processed—and the annual vehicle licensing fee remains your responsibility until it is. Here's what you need to know.

What Does the Law Say?

In Hong Kong, vehicle registration and ownership transfers are governed by the Road Traffic (Registration and Licensing of Vehicles) Regulations, administered by the Transport Department (TD). The rules are clear:

  • The VRD must be presented at the Transport Department when processing the change of ownership (transfer of vehicle). Without it, the TD will not complete the transfer.
  • The seller must sign Part II of the VRD (the transfer section) and both buyer and seller must attend the TD's licensing office, or the seller can authorise a representative.
  • Without a completed transfer, the buyer is not the registered owner—they cannot licence the vehicle (renew the annual licence) in their name.
  • The annual vehicle licence (the equivalent of road tax) remains the registered owner's financial responsibility until the transfer is processed.

If the VRD is lost, you must apply for a replacement before the transfer can proceed. There is no bypass for this requirement.

The Exception: Scrapping or Export

If you are scrapping the vehicle, the Transport Department has its own de-registration process and the VRD is part of the deregistration requirements. For export, the vehicle must be deregistered with the TD. In either case, documentation is required. A private buyer who is willing to take a vehicle without a VRD has no way to licence or register it—making the purchase legally problematic.

Apply at the Transport Department

  • Visit the Transport Department's licensing offices (locations at Harbour Building in Central or other TD offices). Bring your Hong Kong Identity Card (HKID) and proof of ownership.

  • Processing time is typically within days to a week for an in-person application.
  • Keep the receipt or confirmation and share it with your buyer—most genuine buyers will wait a few days for a properly documented, legally sound transfer.

Apply via the Transport Department's e-Services

  • The Transport Department offers online services at td.gov.hk and through the GovHK portal. Check whether a duplicate VRD application can be submitted online for your circumstances.
  • For most routine cases where ownership details are clear and uncontested, the process can be completed relatively quickly.

What Can You Do While Waiting for the Replacement?

  • You can agree a sale (but not complete it): You can negotiate a price and accept a deposit while the replacement VRD is being processed. Be transparent—explain you've applied and will complete the transfer as soon as the document arrives.
  • You cannot legally transfer ownership: Without the VRD, the TD will not process the ownership change. The buyer cannot licence the vehicle in their name.
  • You can share other documentation: The vehicle's current licence disc, inspection records, and service history all build buyer confidence and demonstrate the vehicle's legitimate status.

The Dangers of Selling Without a VRD

  • Annual licensing fees remain your responsibility: Until the TD records the transfer, you are the registered owner. Vehicle licence renewal demands come to you—even after you have handed over the keys.
  • The buyer cannot licence the vehicle: Without the transfer, the buyer cannot renew the annual vehicle licence in their name. An unlicensed vehicle cannot legally be driven on Hong Kong roads.
  • It attracts the wrong type of buyer: Legitimate buyers in Hong Kong always insist on a proper VRD transfer. Someone willing to buy without the document may have reasons to avoid the official ownership trail.
  • Third-party liability: If the vehicle is involved in an accident after handover but before the transfer is processed, you remain the registered owner and may face insurance and liability complications.
