Seller: Form 29 (Notice of Transfer of Ownership)

  • Step 1 — Complete Form 29: The seller must submit Form 29 — Notice of Transfer of Ownership of a Motor Vehicle — to the RTO within 14 days of the sale date. This formally notifies the RTO that the vehicle has been sold.
  • Step 2 — Submit Form 29 at the RTO or via Parivahan Sewa: Form 29 can be submitted in person at the RTO or increasingly through the Parivahan Sewa portal (parivahan.gov.in). Online submission is available in many states and is faster than the in-person route.

  • NOC processing time: Typically 7–14 working days. Some states allow online NOC applications via Parivahan Sewa.
  • Buyer re-registers in new state: The buyer uses the NOC to register the vehicle in their state's RTO and pays any applicable road tax differential.
  • Plan ahead: Inter-state transfers add significant time to the overall process — allow 4 to 8 weeks if an NOC is required.

What Happens If You Do Not Submit Form 29 Within 14 Days?

  • You remain the registered owner: Until the RTO updates the RC, you are legally the vehicle's registered owner. Traffic challans (fines), court summons related to road incidents, and vehicle tax demands will continue to be associated with your name and address.
  • Financial liability: Traffic violations captured by cameras or reported by police are linked to the RC. If the buyer incurs challans after the sale and before the transfer is processed, enforcement notices will come to you.
