India does not have a centralised, publicly accessible inspection history database equivalent to the UK's MOT record or New Zealand's WOF history. However, sellers can access vehicle registration details through the Parivahan Sewa portal, verify PUC (Pollution Under Control) certificate status, and understand how the 15-year scrappage policy affects their vehicle's remaining marketability. Parivahan Sewa: Vehicle Details by VIN and Chassis Number

The Parivahan Sewa portal (parivahan.gov.in), operated by the Ministry of Road Transport and Highways (MoRTH), is India's central vehicle registration platform. Through the portal, you can access:

  • Vehicle registration details: Registered owner name, registration date, registration number, and the issuing Regional Transport Office (RTO).
  • Vehicle particulars: Make, model, fuel type, engine capacity, chassis number, and engine number.
  • Tax and fitness status: For commercial vehicles, the fitness certificate status is recorded. For private cars, the registration validity and road tax status are accessible.
  • Hypothecation (finance) records: If a bank or NBFC (Non-Banking Financial Company) has a hypothecation charge against the vehicle, this is recorded in the RC (Registration Certificate). The hypothecation entry must be removed (via Form 35 and the lender's NoC) before the vehicle can be transferred.
  • Insurance status: The Insurance Information Bureau of India (IIB) data linked to Parivahan shows whether the vehicle holds valid insurance.

PUC (Pollution Under Control) Certificate

Every motor vehicle in India must hold a valid Pollution Under Control (PUC) certificate, issued after an emissions test at an authorised PUC centre. The certificate confirms that the vehicle's exhaust emissions fall within the permissible limits set by the Central Motor Vehicles Rules.

  • Validity: For vehicles with BS-VI compliant engines, the PUC certificate is valid for one year. Older BS-IV vehicles require testing every three to six months depending on vehicle age.

Fitness Certificate: Commercial Vehicles

For commercial vehicles — taxis, goods carriers, school buses, and similar — a fitness certificate issued by the RTO is a mandatory requirement for continued registration. The certificate must be renewed periodically (typically annually after the initial two-year validity) and involves an inspection at the RTO or authorised testing station.

Private passenger cars do not require a separate fitness certificate under current rules — but the age-related scrappage policy effectively functions as a fitness-based limit on continued registration for older vehicles.

Service History: The Closest Equivalent to an Inspection Record

In the absence of a centralised inspection history, a full service history with authorised service centre stamps is the strongest proof of vehicle condition available to Indian sellers. A service book stamped at every service interval — or digital service records from an OEM-authorised service centre — demonstrates:

  • Genuine mileage: Service records with odometer readings at each visit build a mileage timeline buyers can verify.
