- You can agree a sale (but not complete it): You can negotiate a price and take a deposit. Be completely transparent about the situation—explain you've filed for replacement OR/CR documents and will complete the transfer as soon as they arrive.
- You cannot legally transfer ownership: Without both the OR and CR, the LTO will not process the change of ownership. The buyer cannot register the vehicle in their name.
- You can provide other supporting documents: A notarised Deed of Sale drafted in advance (to be finalised when documents are ready), your vehicle's stencil (engine and chassis number rubbing), and any service history all help demonstrate your good faith.

- You remain the registered owner: Until the LTO processes the transfer, you are responsible for the vehicle. Any traffic violations, MMDA apprehensions, or incidents involving the car trace back to you.
- The buyer can't re-register: Without the OR/CR, the buyer cannot register the vehicle in their name at the LTO. The annual registration renewal also requires the OR from the previous year.
- It attracts criminal attention: In the Philippines, the "no OR/CR" market is strongly associated with carnapped or stolen vehicles and fraudulent transactions.
