You've agreed a price with your buyer, sorted the inspection, and then you go to gather the paperwork—only to find your Vehicle Registration Certificate (VRC) has gone missing. What Does the Law Say?
In Singapore, vehicle transfers are governed by the Road Traffic Act and administered by the Land Transport Authority (LTA). The transfer process is digital, but the VRC still plays a role:
- Vehicle transfers must be processed via LTA's OneMotoring portal using the seller's SingPass credentials. Without completing this step, the ownership change is not legally recorded.
- The VRC details transfer with the vehicle—the COE (Certificate of Entitlement), PARF (Preferential Additional Registration Fee) entitlements, and other vehicle particulars are all linked to the registration record.

- Annual licensing fees remain your responsibility: Until LTA records the change of ownership, road tax renewals and licensing fee demands are directed to you as the registered owner.
- The buyer's name is not on the register: Without the completed LTA transfer, the buyer cannot legally show they own the vehicle. This affects insurance, any future sale, and their ability to renew the licence plate.
- It attracts the wrong type of buyer: Legitimate buyers in Singapore always insist on completing the official LTA transfer. Someone who wants to buy "off the books" without a proper transfer may have reasons to avoid the official ownership record.
